Goal of the study programme in human resource management – to educate personnel specialists qualified to the labour market requirements who could be like a business partner to the company management and owners capable to assist in developing the company/institution and its employees, ensuring fulfilment of the strategy and goals of the company/institution and the human resource department.

The range of roles (duties) of the personnel specialist is wide. The personnel specialist can work as a business partner in human resource issues, specialist in human resources, training and development manager and in other positions of the human resource department. The personnel specialist acts as an intermediary between the company administration and employees, as a support to the employee regarding different human resource processes, including employment rights.
Main human resource areas/responsibilities where the personnel specialist can work are as follows:
- selection of human resources;
- accumulation and processing of personal data;
- management of personnel documents, including issues of employment legal relations;
- organisation of trainings and development events;
- work performance assessment;
- organisation of labour payment and motivation system;
- internal and external communication;
- consultations in employment rights.
Work opportunities
Personnel specialists can work at both private companies and state institutions. For the obtained skills, knowledge and competences to be applied validly, they can be most efficiently used in human resource management. At the same time, the obtained education will be a useful support for managers to work with a team, being knowledgeable in the field of human resource management.
Important to know
The obtained education does not limit aspirations of the graduate to study further – at a university, at the same or related study programme. Having obtained the personnel specialist qualification at the College of Law and a short-cycle professional higher education, it is possible to continue studies at one of Latvian universities at the next level study programme, obtaining the Bachelor’s degree as a result, when the completed study courses comply with the study programme of the respective university. This can be done, as the study courses are credited, allowing to start new studies at a later stage.
Upon completion of the studies, the graduate receives Diploma in Latvian and English. The graduate can also continue studies at a foreign university, for example, our partner university – Utena University of Applied Sciences in Lithuania.
