Professional education center “Force Lex” organized an experience exchange trip to Pärnu for industry professionals on June 10, 2022. The activity took place with the Estonian Union of Co-operative Housing Associations EKYL (Estonian Union of Co-operative Housing Associations), a body of the UN Center of Excellence for Sustainable Housing. During the meeting, we got acquainted with the legal aspects of managing residential houses in the neighboring country, nuances in the establishment and operation of apartment owners’ associations.

Since 2021, the provision of measures to improve the energy efficiency of a residential house has been determined as a mandatory management activity for Estonians. In Estonia large part of the population lives in buildings built during the Soviet era, which need to improve energy efficiency. In Pärnu, we visited several renovated multi-apartment residential buildings, met with the managers and elders of the houses, and asked very specific questions about the building renovation process. In the renovation of buildings, the latest technologies are widely used here – recuperation, solar panels, industrially produced large-sized insulation panels.The residents of multi-apartment residential buildings are an important part of society and their attitude towards their property plays a vital role in the preservation of real estate. In conversations with colleagues, we gained valuable insights – the Estonian experience in working with apartment owners, motivation methods, the nuances of decision-making by associations of residential apartment owners were clarified, as well as the creation of a dialogue with builders, designers, and other professionals.
